Jordan Primary Health Care Initiatives Project (PHCI)

The PHCI Project (1999–2004) was a USAID-funded project designed to assist the Jordanian Ministry of Health to improve access to and quality of clinical and reproductive health services throughout Jordan. The comprehensive project strategy, which covered training, health management information systems, infrastructure development, health promotion and quality assurance, was geared toward building the capacity of the MOH to provide the leadership for systemic improvements.

As subcontractor to Abt Associates, Initiatives' led the Quality Component of PHCI to build ministerial capacity to support and sustain quality improvements at the point of service delivery: the primary health care centers. Trained in quality improvement concepts and tools, directorate-level quality coordinators trained and supported Quality teams at 200 health centers to use data to analyze and improve the process of service delivery. The quality improvement changes led to the creation of a central Quality Directorate and Quality Units at each Directorate.

Complementary project activities focused on improving provider skill in clinical and reproductive health, strengthening the health information management system, building national research capacity, renovating health centers and helping the community members to take responsibility for their own health.
